The first court session in Ohio took place on September 2, 1788, in a blockhouse at Marietta, Washington County. Arthur St. Clair, the first governor of what was then the Northwest Territory, organized the Court of Common Pleas when he established the county by proclamation on July 16, 1788. An Irish Catholic Democrat from Chicago, Edward Fitzsimons Dunne was one of the most consistent champions of the humane liberalism known as progressivism that dominated American politics between the 1890s arlington county circuit court and the 1920s.
